Demonstrated, strong program and project management skills.

Understanding of portfolio management processes.

Excellent written and oral communication skills with the ability to effectively communicate with a broad range of stakeholders, from project managers up through senior executives.

Exceptional interpersonal and teamwork skills to interface with technical staff, project team members, and management to collect analyze and communicate information in a concise and timely fashion.

Demonstrated attention to detail with abilities to develop, analyze and assess requirements, assemble and report on metrics that will undergo significant scrutiny, and to prepare communications that are clear, concise and not subject to misinterpretation.

Working knowledge of Agency, IC, and CIO regulations, policies, practices, and procedures.

Analytic and critical thinking/writing skills including an ability to think strategically.

Ability to construct briefing packages of varying formats that will effectively communicate the HLT direction and status clearly to a broad and/or targeted sets of stakeholders.
